Adobe Flash Player 28.0.0.161 ActiveX - Install Error 1603 - Config Manager 1710 Deployment

So I created the application within the console like I always do and used a TRANSFORMS file generated through ORCA.  Up until now, everything was working.  Then this version I have half the environment failing with fatal error during install.  I've done no Supercedence as it generally uninstalls the previous version, then installs the current.  What do I need to change during the install?  Because this is half and half, it has me baffled, as this just started happening.

Hi,
I've had a look and the installations are failing when attempting to remove the previous version. This is attempted by accessing the "real" previous MSI file as it fails to call the functionality required from the cached msi files.
Either the files from the previous version are no longer in the sccm cache or the original installation location. Did you remove anything with a transform?
