GPO not working

I used the Quest GPO tool that auto makes the needed GPO to deploy the KACE agent.  I linked the GPO using the tool and then it should apply to all pcs.  

So I check gpresult from a test workstation and it shows the GPO is applied.  I even look in the registry for the spots that the GPO says it modifies and they are there.  Yet, in the application log on the workstation, there is no mention at all of a msi install happening and the agents never get installed no matter if I reboot or log in and out etc.

I have 3 domains with hundreds of computers, and this worked fine on one of the domains but it does not work at all on the other two.  The working domain is running Windows Server 2016 and the other domains are 2008 and 2012.  I compared it all and the GPO is exactly the same and linked to the overall domain.  It is enabled fully.  It shows it applies on pcs.  

Why does the msi install only trigger on one domain?? 

I even verified that on the test pcs you can browse to the location of the share where the kaceinstall msi file is.
