Publish iTunes in GPO - ipodservice.exe not working

When I publish iTunes through a GPO, during the user initiated installation, the installer errors out with an ipodservice.exe error that says I do not have permission. Assigning iTunes works just fine, but I want to publish it.

I've read a few things here and there that say you can add a custom action and execute sequence to ipodservice.exe /service, but I don't know how to do that or what it's even doing, since the service should be installing on its own.

Does anyone know how to use Orca and edit the MSI to allow iTunes to be published? Step by step would be great. I am familiar with editing MSI's, just not creating custom actions and execute sequences. I've spent a few hours trying to figure it out and I'm stumped.
