shim for run as admin

how i can create a shim for application which requires admin rights to launch from start menu? works fine when run as admin but doesnot run for standard user. need admin aceess. tried shim with run as invoker,as admin,as highest etc. but nothing works fine. also tried to insert registry here to change it to admin rights HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Layers , but no solution working so far. so shim is the last option. also correct me if i am wrong. i am first installing shim with command line "c:/windows/system32/sdbinst.exe" "xxxxxxxxxx.exe" and then running my exe which needs admin rights to run for standard user. is this route correct to apply shims?

2) install application
3) log off
4) log in with standard user and launch application from start/menu
but any of the combination seems does not work.
i tried with run as invoker,run as admin,run as admin.
correct me if i am wrong.
