Where do Available Labels come from in patching Label Selection?

In attempting to manually assign a patch to a label on the Patch Detail screen, where do the available labels come from? I can't identify any commonality, and it's only giving me 9 to choose from. None of them are the ones I need in this case so I need to find out how to get the labels I want to show up in the list.

I'm attempting to upload a screenshot but the uploader isn't working for me in IE or Firefox at this time... In the mean time, here's the list of labels showing up: *Patch Troubleshooting, Installer Windows 7 SP1, Installer Windows XP SP3, MY-TEST-MACHINES, PATCH-ALL-XP-SP3, PATCH-CRITICAL-2K9-XP-SP3, SW-OFFICE-PRO, Test Deploy All Patches, Windows 7 Critical Security Patches 2.

Some of these came with the Kbox, some of them I created myself. Some are checked off as limited to being a Patch label, others are not. I want to say it's just a list of non-smart labels, but I have other non-smart labels that do not show up in this list, so I still don't understand what makes them appear here. (The labels it is already assigned to ARE smart labels, so I have to assume they're in the list but you can't manually choose them because they're "smart") It's probably a simple question, but finding documentation on this is near impossible so I hope someone out there can help me! :)

Those are the manual labels you create Home>Label>Choose Action>Add New Label. Give it a name, and check mark patching. Be sure to add the label to you subscription settings, and the patch schedules.
