Adding Approval for Child ticket

I'm working on an on-boarding process template in which HR will be the submitter for new hires, and it will run through 8 child tickets after this staged 1-8. 

I want the 9th child ticket to have an approval in order to be able to move forward with the 10th one, but it seems the approvals only apply to the parent ticket or stages 1-5.

It currently sits like this:

Parent: NEW HIRE

Child Tickets: 

- Create AD

- Hardware

- Software need 1

- Software need 2

- Software need 3

- Software need 4

- Software need 5

- Software need 6

- ALL software needs checked before starting date ( NEED APPROVAL) 

- Orientation completed


Currently the approval can only be added to the parent in order to make the rest of these child tickets, but this will create a bottleneck if the parent ticket approval is disregarded. Is there a way to start the process/parent ticket, and create all child tickets and just need approval for the 9th stage child ticket to move forward to the 10th?

Who is the approver at the final step? Is it an existing IT Tech with a KACE login or is it a business approver??

You can add in fields for approval, ticket rules to drive the functionality and then maybe change the status to move the process through.
