K1000 Custom Inventory does not seem to work

I am attempting to set up a distribution that will run a license activation on IBM SPSS 21.  As part of the process, after runnning the activation I am placing a text file in the folder "C:\Program Files\IBM\SPSS\Statistics\21\<filename>.txt.  This part works well.  I am then attempting create a software inventory  using a Custom inventory rule "FileExists(C:\Program Files\IBM\SPSS\Statistics\21\<filename>.txt)".  My intention is to then create a smart label to find all computers with SPSS 21 and have not had the license activation ran, then run it.  I have also attempted to do accomplish the same thing by writing a registry key, then using a custom inventory rule to check for its presence.  It appears that Custom inventory rules are not working or I am not using them correctly.  I have searched this forum and found several references to simular issues, but none of the suggestions have worked.  I am running Win7 64 bit and Agent ver 5.4.10622 .  Any ideas?

I ran a quick test against C:\Program Files\ATI\CIM\Config\eulaCHS.txt and couldn't inventory it with FileExists, but could with this:

ShellCommandTextReturn(dir /B "C:\Program Files\ATI\CIM\Config\eulaCHS.txt")
