Custom rule: Send email to a group when new ticket is created UNLESS the submitter sets themselves as owner

Currently have the below rule working for sending email to a group when a new ticket is created. IT has found that we would like to log tickets for ourselves to work on but would prefer that when we open tickets for ourselves, the standard email doesn't go to our whole IT group like it does currently for all tickets. There's no need for everyone else to be aware that you logged a ticket with yourself as the owner from the start.

I thought it would be as simple as changing the WHERE to something like this:

WHERE
     C.DESCRIPTION LIKE '%CREATED%' AND
     SUBMITTER.USER_NAME <> OWNER.USER_NAME


But when I add that additional condition, it no longer sends emails at all, even when there is no owner assigned when the ticket is submitted. Anyone know how to accomplish this?

have you tried this but use the ID rather than the name ?

so

     C.DESCRIPTION LIKE '%CREATED%' AND
     HD_TICKET.SUBMITTER_ID <> HD_TICKET.OWNER_ID


It may also make your select statement less complicated
