Error 1901...cache msi

All...I have a opackage (Xilinx 6.0) that is reporting an install error 1901. The part that is unusual (at least to me) is that the error is not due to the network msi not being available, but it is instead coming from the cache msi in windows\installer. Any one? Thanx as usual!
