How do I put a shortcut in the startup folder?

Using the file syncronisation to do this, just create the shortcut, assign it to a file sync and push it out to the startup folder. In windows 7 the all users startup folder can be accessed by: "C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Startup"

Alternately you could use a vbscript or group policy preferences to create it.

I do this. Maybe not ideal but hey it works. Create a postinstallation task. with this syntax obviously modify the syntax to suit.

md C:\Users\Public\Desktop
net use t: \\10.10.10.10\petemp
start /wait Xcopy.exe "t:\desktop" "C:\Users\Public\Desktop" /e /y /k
net use t: /delete /y
