Is it possible to bulk update process tickets (in this case Change tickets) e.g. to change the status to complete.

Yes it is, just use a ticket rule.

As long as you have a clear indicator in the ticket that says it is ready to have the status set, you can write a simple ticket rule, using the wizard, to see when that indicator is there and then set the status.
