Old templates to work with inherence

I have inherence working fine on a new department\queue and new templates. 

however several older departments with inherence checked and I can not get  any child tickets to get inherence. 

do i need to re create all the departments from scratch to get everything to work. 

i confirmed the check on parent ticket is marked.

Is this for the k1000? If so, Im not understanding what you mean by "department".
