Patch Compliance Rate Lowers when patch goes inactive?

When watching a patch compliance rate, when the patch goes "Inactive" and a server is scanned for Active Patches, does this mean kace ignores the installed patch now and lowers the compliance rate? We were trying to get 100% compliant on patch KB4534271, but MS suddenly released a new patch KB4534307 making the previous patch inactive. We had over 400 servers on KB4534271 but its dropped to 115. So at face value, now it looks like we went backwards with the compliance rate. Now the new patch, KB4534307 is showing a low compliance rate. My main question is why is the patch compliance rate on KB4534271 showing less servers than when it is/was installed on over 400 servers? That doesnt make sense to me. I would think that the number of servers would stop increasing and not decrease.
