VirtualBox - Update Suppression

To all the VBox users out there, do you know if this is a global command?
VBoxManage.exe" setextradata global GUI/UpdateDate never

The command runs ok but I noticed this change is in the VirtualBox.xml in the users profile, it might set globally but I dont fully trust it. Does anyone know for a fact this is a global change?
