Note
The downloadable file from the Microsoft website (WindowsInstaller-KB884016-v2-x86.exe in my case) can be packed in and called from an .MSI for a silent install. This is possible in a machine and in a user context.

Machine context:
Create a new .msi project (I'm using Wise)
Put the WindowsInstaller-KB884016-v2-x86.exe file in the files page.
Go to MSI Script -> Execute deferred
Click on InstallFinalize (the last line)
Click Execute program from Installed files
Select the WindowsInstaller-KB884016-v2-x86.exe file.
Fill in on the Command line arguments line:
/quiet /norestart
Go to the properties tab and select:
In-Script options: Deferred execution - system context.
Processing: Synchronous, ignore exit code.
OK

User context:
Same as machine context, except you will need an advertised shortcut. I did this by adding a text file which says something like "the installation completed successfully", and linking an advertised shortcut to that file.
