To create the ISS file in c:\Windows use:

setup.exe -r

TIP: do not go back and forth in the menus
QUIRKS: Depending on the contents of the .REC file and which .cer files you have defferent software option to choose from.

To launch the unattended install:
setup.exe -s -f1<path>setup.iss

Caveat: The path the the licence file, .REC and .cer files is hardcoded inside the ISS file. you can edit this with Notepad.

Ceveat2: If an installation fails, a:\ace will remain. It must be deleted before a new installation is attempted. Otherwise other Unattended installation attempts will fail with errorcode -12 (Dialog windows out of sequence) because the ISS file wasn’t configured to handle the dialog box to ask if it was OK to overwrite the contents of c:\ace. (The ISS file cannot be configure to handle multiple scenarios either)

By default, RSA will tell you that the users using this app will need to be logged-in as Administrator. This is BS.

To allow Power Users to use the program the following permissions have been added:
c:\ace POWER USERS Read/Execute
c:\ace\prog\progui POWER USERS Change

More rights changes might be required for Limited Users.

This install just would not cooperate with me. For whatever reason, the .iss file would not perform a completely silent install. No matter what I did, the license dialog (asking which country of origin you purchased the product) would always pop up. Once that dialog was answered, the remainder of the install would proceed silently but then fail with a return code of 12 (dialogs out of order). I contacted RSA support but all they gave me was to come up with a "screen scraper" type product to answer the license dialog and then see how it went from there... (in other words, they were NO help!)

I wrote a small winbatch script to answer the license dialog, so now it was "silent", but still failing. I printed the .iss file and compared it with the dialogs presented during a non-silent install and realized that there was no entry being recorded for the EULA dialog. It was just a guess, but passing EULA=yes on the command line did the trick.
