In the 2017 Version of UPS Worldship, I discovered that the Uninstall now has a silent option. 

You can run the following to perform a Silent full uninstall: 

"c:\program files (x86)\UPS\WSTD\Uninstall\Uninstall.exe" /s /CLEAN
Setup Information:
Setup Type: Legacy Setup with command line support
Deployment Method Used: Vendor Provided Command Line (switch driven)
Deployment Difficulty: unspecified
