How do I make an URL desktop shortcut advertised?

I have a package which calls for a reg file import and an URL desktop advertised shortcut. The reg file is not the issue and only mentioned as the only other need in the package. 
Where I need help is in making the desktop URL shortcut advertised. I know how for executable shortcuts but not for shortcuts that launch URLs. Is this even possible and if so, I appreciate any direction. 
I am using Installshield 2016 Premier.

Hi,
instead of having the url directly in the link, create an "Url" file, deploy this with the Application and create an advertised shortcut to the url file. This Url file then should be set to the key of the component. You'd have to set the shortcut to be on the "All Users" desktop unless you want to ignore the ICE errors.

As an alternative to a URL file, if you also want to do some checking to ensure that the drive letter is mapped, etc, deploy a batch file to run things, and create an advertised shortcut to the batch (cmd) file.
