how do i restart a service
i change the timeout time and it stated i should restart the services. i did not find out where i should restart the services

Have you tried going to "Services" in windows and searching for the name there?
Type "Services" in the windows search box. In there, there is an option to restart a service.
Unless I'm not understanding the question...
