Need to send an email to a tech for all comments made in workflow tickets

I am trying to find a way that one specific tech gets an email for all comments put in the parent and child tickets of a workflow process.

Is there a custom way of doing this - possibly a ticket rule?

I tried a ticket rule that puts that tech in the CC list but that keeps from being able to put anybody else into the CC list when needed.

We do something similar to this using Outlook rules. Add a unique tag to the bottom of your Comment Submitted email template and then they can target emails containing it.

Example: FOR IT USE ONLY: comment^submitted
