Office 2007 Converters

I'm trying to push down the Office Compatibility Pack for office 2003.
This adds the ability to read and write office 2007 formats. But of course MS only has an .exe and
I have not been able to get an MSI, has anyone been able to push this out or Find a MSI file for this?

Extract the files from the .exe using winzip there is a O12Conv.msi just add to gpo.

When I tried to install this, I saw that it was just a compressed file that had the MSI & other folders inside.
I tried to install it via Group Policy and on the machines with Office 2007 already, it just hangs there.
It works on Office 2003 machines. The machines that have 2003 or 2007 are not in distinct groups or OU's, so how would I determine which PC's to assign the GP to?
Rating comments in this legacy AppDeploy message board thread won't reorder them,
