If you don't want to install the InstallShield FLEXConnect update manager at all...
DWUSMANAGER="2" (any value except 1)
DWUSMANAGER="1" is hard coded in the msi and for some reason they don't have the update software as its own feature. Most of the components for the update manager have conditions for this property to = 1. Changing the property will effectively not install the update manager.
Package can't be pushed out via GPO without some additional items from Minitab.

This is actually a known issue with the standard package. We had to create a separate .msi to function with Group Policy which I can provide for you.
You'll find a file called "MTB1513MU with GP Fix.zip"
You'll need to create the administrative installation once you get these files and then add it to the GPO. Let me know if you have any problems.
